I purchased equipment from another person in another state and haven't received my equipment yet. What can I do legally?

That may depend on the terms and conditions of the documents which you entered into pertaining to the sale. If you have no documents, you may be required to file suit in the state where the other person lives to compel delivery or refund. Perhaps you should place a call to this other person to find out what the problem is first.
