Can a service provider refuse service if your house is messy

It may depend on what you mean by a service provider. Often, vendors, mechanics, delivery persons or other people who would visit your home can decline to do so if they find the conditions unhealthy or offensive. It takes more than just a messy house. Cleaning the house should solve the problem.
