Legal Question in Business Law in Indiana

We are the only tow business in my town. We tow for our local Police dept. We do not have a written contract only verbal for the last 8 years we do all the towing. To keep the revenue in our town. Also we live in the town. The town council are taking bids for towing from companies in another town. They can not beat our response time. The council knows this will give our business hardship because they will have to let every other tow company tow for the town. Which are many in the next town. We have also towed for this dept for free. Any service they have needed for no charge for 8 years. The other companies will charge the dept for all services. Can you tell me if a verbal contract is a legal agreement.

A verbal agreement is enforceable but the terms and conditions, length of agreement and how to terminate, are all up in the air. The town council is correct in soliciting competitive bids---it's what they're supposed to do.
