Legal Question in Civil Rights Law in Indiana

need to know my rights
my son is award of the state because of his behavirol problems. he is moderatly retarded. he was molested in foster care by another foster child went another foster home and was sent to a metal hospital without my knowledge. child protective services has not contacted me or returned my calls. i was not allowed to see or talk to my son while he was in there for a week. now hes placed about 1 hour away from home and dont know where he is or how he is doing. he has a pacemaker and need to get new batteries for it and i dont even know whats going with the molesting issue. the judge said i still have my rights and they had a meeting on the molesting without me. can i do anything about this?
