Is This Theft?
I manage a UPS Store. A package a customer shipped through us was refused by the recipient and returned back to the customer, but to the wrong address. It had the correct person's name, but the wrong address. The people at this address are refusing to return the package to UPS when a driver was sent to pick the package up so it could go to the correct address. Is there anything we or the customer can do? Are the people that have the package in the wrong that they won't give it to UPS?

Sounds like stealing - keeping property of another which does not belong to them. Perhaps a call to the polics?
