Accessing other persons email

Is it illegal to enter and read another persons email if you know the password and did not ''hack'' into it.

That depends upon the situation. For example, if you are the other person's employer and are trying to access work-related emails in his account on a company-owned system you may have the right to do so. Since you have not described your situation that's the best I can do.
