Internet content -- forum posts...

If I wish to control linking off of my website's forum, can I impose a fee on those who violate it and enforce it in court? (It's not my forum actually.)

It's an open forum, no registration required to post, and I'm not talking about links to anything illegal or unsavory (like porn, etc.).

Only if you and the users enter into a contract which gives them adequate notice of what type of conduct will trigger such a fee and how much the fee will be. Even if you did own the forum, ownership alone would not give you any authority to charge fees which your users had not agreed to pay.
