what laws have to be broken to constitute an e-mail investigation?

I work for an Indiana fore department. We e-mailed a humorous picture around the department using e-mail addresses from other members of the department. I admitted to the spamming of the picture through other parties e-mails, so of course i was repremanded. The owners of the e-mails I used were contacted by myself, and they had no major issues with it, as it was a joke.

I am now told by one of the fire chiefs that a police investigation is being conducted to determine the originator of the picture originally e-mailed to me by another firefighter, whose name I refused to give them.

I am just wondering if it is legal for the department to do this if no laws were broken, or what actions i took that allow them to pursue this. They told me that the local police were going to do a full scale computer investigation

There is also talk of a suspension of myself without pay.
