Unsecured Wireless Connection

Visiting another city and I want to know what's going on. So I pull out my wireless laptop, find an unsecured wireless conection and browse the internet. Is that illegal?

Probably not illegal, but I would want to review the ISP's TOS before advising you that it doesn't violate anyone's right to privacy.
