Does the Fifth Amendment say that Americans have the right to travel on roads and highways without a Driver's Licenses?

You do have the right to travel on roads and highways without a driver's license -- as long as you are not driving, You can travel as a passenger instead. On many roads you also have the option of walking or riding a bicycle or horse.
The constitution does not forbit state governments to require licenses for anyone who drives on public roads or to withhold those licenses from anyone who has not proven they can drive safely.
