business refused my dollar

My dollar was more than 50% intact, but the end of one side was torn. The cashier refused to accept it. Isn't it illegal for a vendor to refuse my cash if all serial numbers are still on the bill and 2/3 of the dollar was still together? Thank you.

vendor is at liberty to accept the dollar or to reject it. You have only right to approache the Banker for exchage of it.
