Charges on a phone bill due to a underage person falsifying information for inte

My step-son was 15 years old at the time this happened.

He dialed up on the internet and downloaded another dialer that allowed him to access some foregin island. Because of this, we got a cut-off notice for over $900.00 for the phone services that we had no idea he used. World Exchange (a.k.a. WorldxChange) is the company that billed our local service. We do not even have long distance on our phone at home.

When we called the local phone company, they referred us to this company who in turn told us that the best that they can do is take 75% of the bill off because of the usage of their service.

They even have a disclaimer on their phone that says that you must agree to pay the bill and you must be 18 years of age or older to use the service.

What can be done about this legally? He is now 16 years old, yet we didn't know about this usage until today.

If your son is underage and he lives with you or you are his legal guardian, then you are responsible for your son's actions. If he used someone else's phone you may be responsible for that as well. Additionally, if you are the owner of that phone line, then you are likely responsible for any charges incurred on it, unless you can claim that someone wrongly used the phone. But, you cannot make that argument against someone you are legally responsible - like your son.
