Re: high school
Why would a high school be responsible? Isn't the locker supposed to be locked? Generally no, the school cannot be held responsible for private property (just like hotels, restaurants, coat checks, parking lots etc) Remember the school didn't steal it; someone else did. The person that took it is responsible. If you don't know who it is, then it falls to your cel phone or homeowners's insurance. Just like if your car was broken into at a garage or your room at a hotel.
