agreed judgement
If I file an agreed judgement and the opposing party does not compile with the arrangements, what are my options? And what happens if the person files for bankrupcy?

If you have a claim against someone, and you have an agreed entry- you should be receiving payments, depending on the verbage of your agreement. Your agreement obviously doesn't have a confirmed reoccuring payment being paid directly to you by means of garnishment or electronic payment.
You can take them back to court to request garnishment and or bank freeze for 90 days to determine assets. If they file bankruptcy first and you are an unsecured debt, it can be discharged in bankruptcy. You didn't state what the debt was for.
