Legal Question in Credit and Debt Law in Indiana

i had a collection agency contact me and i set up a payment plan. I called them after i lost my job and had no income and told them my situation and said i couldnt make payments until i found another job. well recently i got work again and called and asked to set up a payment plan and they refused until i pay them 500 dollars and they would consider it?is that legal what can i do? please help
