If a creditor has the last 4 digits of your social security number wrong on a bill that you owe, can they MAKE you pay them in small claims court? Also if the last 4 digits are not right can the court issue a garnishee order?

Whether you legally owe a debt or whether it can be collected by way of a garnishment does not hinge upon whether they have your social security number correct or not. Instead of focusing on numbers yo might want to contact the person to whom you owe the debt, or their attorney, and come to some agreement on how the matter can be resolved.
