My ex husband racked up a credit card bill in my name that he was court ordered to pay. He has not paid it, the credit card turned it over to a collection agency and they are threatening to garnish my wages if I don't pay in full. I am unable to pay 4,500.00 up front but am willing to make payments of $25.00. The collection agency refuses my offer, if I just send in $25.00 a month can they refuse it and still garnish my wages?

Yes, they can refuse it and they can garnish your wages. You need to seek consultation with a debtors' rights attorney to see what can be done in your situation.
