Legal Question in Credit and Debt Law in Indiana

I was ordered to pay a $1,500.00 medical bill, I paid it and Child support kept taking money out until I was able to get them to stop. they took out $4,500.00 too much and will not give it back to me or send it to my ex-wife. they are now holding me in compent for an arreage of $1,700.00. ( I had Congestive Heart Failure)I told the judge they took oo much out and I wanted it back or sent to my ex.and I provided papers from the clerks office showing the overage . the child support office told me in court that " This is our money now and you will not get it back" if they would give my ex the overage I would be 6 months ahead in support. what do I do
