Refusing payment

Is a debt forfieted IF the creditor refuses payment? Example They insist on $175. I offer $75 wich is all I have at THAT time, but will try to make up differance ASAP. But creditor (cell phone co.) says no good. I even asked '' Are you refusing payment?'' to which they did reply ''yes''.

No. The creditor has no obligation to accept partial payment and can sue for the entire amount.
