tax receipts on daycare

My mother owns a daycare and has reported all of her earnings to the irs however she has one set of people she no longer sits for that owes her money but will not pay and says they will take her to court as she is holding their receipt of amount paid until they decide to pay their delinquent account. Can she do this? Thank you....

I think so but I think you might want to contact a local attorney in case they do sue your mother.
