if a woman drops charges against a man and they have been dismissed, is there anyway she can go back and change her mind and have them brought back on him?

In Indiana, only the prosecutor decides whether a criminal charge will be filed (exclusive of the occasional grand jury). This woman can always ask that charges be pursued, even if she asked before that they not be. Actually charging someone will still be up to the prosecutor.
