If you go to the courthouse to apply for a marriage license do they run a check for outstanding warrants?

Typically no, they do not. The only thing the marriage license does is just that. You fill out your application and show your picture id and get your license. They are a part of the clerks office and not of the police department. Usually they only have access to marriage license information.
