If a crime involving a victum is committed at the age of 17. Is the law required to consider the offense a juvenile case even after the defendent has turned 18?

It has to start as a juvenile case (unless the defendant has previous experience in the juvenile system), but could get transferred to the adult court upon showing of the right circumstances.
