Displacement of blame
Can an officer agree to place blame on one person although they see another person commit a crime? Person one had marijuana in their possession. Person two asks the officer not to charge person one, charge him instead. The officer agrees and person two goes to jail. Is this legal? What law has the officer broken, if any?

Something you don't quite understand about police officers is that they are employees who answer to a chain of command.
Whether the actions you described are unlawful or not (they are) doesn't have much effect on an officer's decision to charge a particular person. However, the fear of losing his job and being barred from any further involvement in law enforcement does.
That's why the fairy tale situation you posted has never happened. Common sense should have kept you from seeking an answer.
