By this I mean they go by this families house at all hours and shine lights in windows and in the age when the door is open..They know one member of this family is on probation so they stop him every chance they get and it is always for driving while suspened with a prior which is insurance which he has and right when he gets license back the next day they stop him and take him in for the same offence..How do we stop this and make them leave us alone ??

There is no place to "file harassment charges". You can complain to the police chief. If that doesn't work, you can complain to the mayor or the city council. If that doesn't work, you can contact an attorney who handles civil rights violations. Remember, it is the person or persons actually being harassed who should complain, not friends, family, or other folks who "feel" harrassed just because they know someone who truly is.
