do you have to hire an attorney to do a sentence modification or can an inmate write a letter to the judge

Yes, an inmate can write a letter to the judge. Inmates do it all the time, and their sentences are not modified. The inmate should tak to an attorney to see whether there is any chance of the court granting the modification, becuase it is very rare.
