Is It lawful to Register crime u/s 498 of IPC after 15 years of marraige

a crime can be registered anytime by anyone but that does not mean that the offence can be prove. in case the f.i.r. was lodged after 15 years of merits, its a weak sort of an f.i.r. and can be quashed by intervention of the high court.
