Legal Question in Criminal Law in Indiana
is it legal for a police officer to file a battery charge/report over the phone without seeing the victim, when the first police officer came out and did not file one due to lack of evidence? please help!!

Yes, anyone can "file a report". Only a prosecutor decides whether a charge will be filed.
