Would it be legal to roofie a package thief with any kind of chemical after placing a tracking device in the package?

[Note to other readers: A few minutes ago, the same user asked if it would be legal to *kill* the thief with chemicals.]
Again, the answer is of course not. The laws against murder and assault don't make exceptions for package thieves. Why should they?
