Legal Question in Criminal Law in Indiana

I live in Indiana. I had a 14K gold necklace of value stolen from me by a family member. I have a receipt from the jeweler estimating the value of it at $1,195. That is considerably higher than what was paid for the necklace when it was purchased because it was purchased from someone we knew. My family is of the opinion that I should receive what I paid for the necklace and not what it would be to replace it to equal value. After going to small claims court over it the judge told me I needed to look to my family member to "be made whole." Receiving what I paid for the necklace won't even begin to replace it. Am I right in thinking that "to be made whole" would be to receive a necklace of equal value or receive payment to replace the necklace at the current cost to do that?

The resttituion amount is what the necklace was worth when stolen.
