Is legal representation necessary for a petition to court for a reduction in sentence as per the plea bargain made in regard to the reduction if all obligations have been met and can be presented to the court?

It is not necessary however highly suggested. It is typical that you will receive a better and more rapid response if you are represented by an attorney. It also depends on what you have done to improve yourself.
