Legal Question in Criminal Law in Indiana

Plea Agreement question

My brother had 2 charges, on 2nds plea agreement it list a whole bunch of stuff for part of his plea- like 545 suspended, 180 days Home Detention, and so on. At the bottom of the plea it says consecutive to - they wrote out another cause number (1st case) . Well my brother was on work release for that first case and he violated his work release. since he viloated his work release can the judge give him all his time for both cases? Doesn't conseuctive mean that you have to finish your first sentence first and then you move to your next sentence-
