Is possession of a stolen license plate a felony or misdemeanor in Indiana if someone has no priors?

It can be either. Priors have nothing to do with it.

It could be either. Prosecutors could charge it as Conversion, which is a misdemeanor, or as Theft, which is a D felony which carries 6 months to 3 years.
