Can a aresst warrent be issued for a person on the grounds of a minor alleging they propisitioned them sex for money with there being no physical evedince and the person not being questioned first?

Yes. Arrest warrants are frequently issued based upon testimonial evidence from just one person. The accused does not have to be given a chance to defend himself during the investigation; that right exists at the trial.
