who do I need to speak with to report police misconduct

The answer depends on the nature and extent of the misconduct. In most situations, you should go to the Police Department and asked to speak with the officer's supervisor and to fill out a citizen complaint form where necessary. If the misconduct is very severe, you may want to speak with an attorney prior to going to the police department. The attorney may even want to go with you to the police department to make sure your interests are protected.
