If your trial transcripts are deliberately destroyed by a court recorder making it impossible to appeal a conviction, is the state obligated to exponge the conviction?

No. I have never heard of a court reporter deliberately doing something like this. They are typically very careful about protecting this type of evidence until the time for appeal has passed.
