I was arrested for an OWI with a BAC of .15 I am a first time offender and was never read my rights. I was booked at the Lake County Police dept. does that mean that i was technically arrested and if so could i use the fact that i was not read my rights in court?

Failure to read you your rights is only helpful if the state wishes to use something you said against you. That is rarely the case in most OWI cases. It is not a defense to the prosecution of the case. Your best route would be to contact an attorney in Lake County who can advise you on the remaining specifcs of your case.
