if i have a OVWIin one county and am on probation in another should i disclose this at the hearing?

Assuming you mean your violation of probation hearing, yes - they already know about it.

You don't have to disclose any information as your prior conviction can be used as evidence against you. However, the State will probably know about your priors, or will find out pretty soon.
