Can a person be charged with this OWI Schedule4 when they have a legal Prescription from there Doctor? Especally 1.5 years after being arrested and released on there O.R.??? Also would the person have the right to file suite against the state or county goverments for lost job incomes due to not being able to obtain a permit to drive a CMV while awaiting Trial for 7 months????????????

You need to hire an attorney. You may have a legitimate defense to OWI if it's based a prescription drug. You're probably not going to be successful suing the government, but you'd need to ask a civil attorney.
