If a person is arrested for a DUI and spends the night in jail, bond paid, person released, but is never called to court, then later he is able to get a drivers license, is that case dismissed?

Your best bet is to do a search at the courthouse in the county where the arrest took place to confirm whether there has been a dismissal.
