Statue of Limitations in Indiana on DWI and Bench warrant

My husband left Indiana in 1996 because he was facing 8 yrs in prison for DUI and DWI offenses. He lost custody of his children and no longer feels that he can go back to Indiana, not even to visit his mother. We now have a life together, but this issue is always in the back of his mind. He feels he is running out of time because he can no longer find a state that's not on the national system. Therefore he can not get a driver's license. Is there a statute of limitations on this charge? Can we ever feel secure? Sonia

Because he is considered a fugitive the statute of limitations does not apply.

He has two choices. He can either hope he can avoid arrest for the rest of his life or turn himself in.
