I am Durable POA and Exec of a 96 y.o.'s estate, 2 yrs ago prior to becoming Durable POA, she had transferred her company shares to me TOD and my name is on them now as TOD. So can I as Durable POA over Healthcare and Financial cash in 5 of the 550 shares for an emergency as POA? eventhough she has not passed?

You can probably cash them in for her benefit if she is having an emergency but not for your benefit or your emergency.
