Legal Question in Family Law in Indiana

I have a 17 turning 17 year old niece that has had a very rough life. Her mom sent her off with her dad because her new husband didnt want her in her house. I would never choose a man over my only child. She came here to Indiana and my brother had custody of her or at least shared custody. At the time my brother was married to woman that my brother let smack and hurt my niece in any way she wanted. Someone called CPS on my brother and his wife because they were beating her with belts, making her hold phone books for 3 hours at a time starting out if she dropped them it was 3 more hours. She was removed from the home and sent to live with her grandma but not my mom is not fit to raise a teenager. She is now back with her dad and the emotional abuse is not helping her feel loved or giving her the stability she needs.
