15 yr old with 19 yr old baby

he didn't want the baby to have his last name so he won't have to pay child support.hasn't paid a dime for anything..i need to know as a her mom what he can and can't get away with. she just had a the baby and he is trying to come and take her all the time and thinks he has to be here at our home all the time and can come in anytime of the night..i don't trust the guy because he does drugs and drinks all the time.please help me so i know what i need to do for my daughter and grand daughter..thanks

Technically and legally, he is not the legal father until paternity is established unless a paternity affidavit was signed. Assuming one was not signed, he has no rights whatsoever until his paternity is established. If a paternity affidavit was signed, youcan seek help through your local prosectuor's IV D program who will optain child support. Usually, the court will address parenting time rights.
