Legal Question in Family Law in Indiana

About 15 yrs ago the state of Indiana took my sister-in-law 3 kids and as wards of the state, my wife was appointed legal guardian. Two of the kids gets SSI checks and 1 got absolutely nothing until 2 yrs ago. My question is as a ward of the state why did the state not pay for this child for years?

No idea. Perhaps the paperwork that informed your wife of the SSI for the 3rd child will have some clue as to why it is being received in the first place, and therefore why it wasn't coming in before then.
