If the mother has allowed her children to stay with the childrens grandmother because the mother is going through a nervous breakdown. Can the Grandmother get the mother for abandonment if the mother is willing to sign over guardianship of the children to the grandmother?

Re: Abandonment
There is no reason for "getting her". The grandmother can petition for guardianship and advise the court of the circumstances. The alternative is to file for custody.
