abandonment
A mother and child has been abandoned by the husband and father. The mother is 24 and the child is 3. The husband has done this probably half a dozen times over the past year and does not support them in any way. By law who is responsible for their support?

By law, regardless of abandonment, both parents are responsible. I suggest that you file for dissolution or legal separation so that you can get an enforceable order for support and obtain a wage deduction so that his employer is deducting the required support from his paycheck.
