Legal Question in Family Law in Indiana

Is there any immediate action that can be taken against a mother who recently, out of spite, has decided to withold the children from their very involved father? A protective order was needlessly obtained against the father right before Christmas. She violates the order, herself, on a daily basis. The police and courthouse said the only recourse would be for the father to file motion for a protective order against the mother. This is posing a problem at sporting activites where the kids that aren't playing want to sit with father and if he approaches to retreive, she grabs her phone and threatens to call the police. Long term goal is go for full custody and end up with joint, at the very least. However, going the weeks between without seeing the kids seems very unfair. Up until November, the father had the kids 4 days a week and saw them virtually everyday otherwise. Since then, a powertrip has taken over and it's all "as she says". Even though visitation was agreed upon at the hearing for the protective order, although not in writing since it was not a custody case. As of now, she insists all communication go through her and she will not even let the father speak to the children. Father works alot of hours (someone has to) and needs to know the actions that make for change and not be wasting time. Please help!
