If my daughter's father is unknown and there is no stated father on her birth certificate, can my current boyfriend adopt her?

Yes,once the two of you are married, but if the father is truly unknown (as opposed to just undetrmined by a court), legal notice needs to be published, and a search of the Indiana putative father registry completed.
Not only does Indiana law prohibit unmarried couples from adopting, it would not be wise for the child to create a lifetime commitment to a partner who has not yet made a lifetime commitment to you.
