Adoption and Wills

I have a 15-yr old stepdaughter that I want to adopt next year. Since she is mildly mentally disabled, are there any specific state laws that I need to follow?

Also, my wife may need to have a surgery that is life-threating due to other health issues. If she was to file a will with a do-it-yourself kit stating that I would have custody of my stepdaughter, will it hold up in court and will still be able to adopted her?

You need to adopt. The will does not accomplish your goals.
